DILG-7 holds 2024 Anti-Drug Abuse Council Regional Performance Audit

The Regional Audit Committee (RAC) members conducted the Anti-Drug abuse performance audit in the regional level last May 6-7, 2024 at the Panaghiusa Conference Room, DILG Regional Office 7.

Representing the RAC Chairman, DILG-7 Dir. Leocadio T. Trovela, during the regional audit was LGMED Chief Celerino S. Magto, Jr.

RAC members present were CSO representatives Edruel Batulan of BIDLISIW Foundation Inc. and Rev. Paulino O. Mongas Jr. of the Council of Christian Ministers in Mandaue, and partners from the National Government Agencies, namely PMAJ Rey N. De los Santos of the Police Regional Office 7 and IO II Leia Alcantara of the Philippine Drug Enforcement Agency-7.



Also present during the audit via online were DILG ADAC Provincial focal persons, while the HUC focal persons, ADAC Regional Focal Person LGOO II Camille L. Pateres, and ADAC-RTA Tom Laurence G. Reyes attended onsite.

Pursuant to Memorandum Circular No. 2024-028, the 2024 ADAC Performance Audit aims to assess the functionality and effectiveness of local ADACs based on existing issuances and policies; to determine ADAC-initiated and/or endorsed innovations, and best practices at all level; to create and evaluation, and assessment platform and to recognized effective and performing ADACs.


13 ADACs of Region VII bagged the 2023 National ADAC Performance Awards

Thirteen Best performing, effective, and outstanding Anti-Drug Abuse Councils and four Community Based Drug Rehabilitation Programs of Region 7 were recognized during the 2023 National ADAC Performance Awards on November 22, 2023 at Crowne Plaza Manila Galleria, Ortigas Ave, Quezon City.

The best performing ADACs were the Municipalities of Alegria, Borbon, Madridejos, Poro, Ronda, Samboan, San Francisco, San Remigio, Santander, Tabogon, Tudela, and City of Bogo all from Cebu; and Municipality of Larena, Siquijor.


Each of the thirteen LGUs received an ADAC Marker and cash prize worth Php. 100,000.00.

Meanwhile, Bogo City; Danao City; Municipality of Daanbantayan; and the Municipality of Consolacion bagged the CBDRP Special awards as commendation for their efforts in CBDRP.

The ADAC Markers, Ceremonial cheques and the plaques for the CBDRP Special awards were personally received by the respective LCEs, ADAC Focals, and C/MLGOOs.

Around 25,000 converge in Lapu-Lapu City for BIDA Challenge

An estimated crowd of 25,000 participants came out to take part and show support to the Department’s campaign against illegal drugs in the Buhay Ingatan Droga’y Ayawan (BIDA) Challenge 2023 in Lapu-Lapu City on Saturday morning, July 29. 

Secretary of the Interior and Local Government Atty. Benjamin Abalos, Jr. led the 4-kilometer run together with DILG Undersecretary for Operation Atty. Lord Villanueva, host Lapu-Lapu City Mayor Junard “Ahong” Chan and other government officials. 

The activity kicked off with a program at the Hoops Dome attended by Cebu Governor Gwendolyn Garcia, Congresswoman Ma. Cynthia “Cindi” Chan, Cebu City Mayor Michael Rama, Mandaue City Mayor Jonas Cortes, Lapu-Lapu City Mayor Chan, Tudela Mayor Greman Solante, San Francisco Camotes Mayor Aldredo Arquillano, Poro Mayor Edgar Rama, Siquijor Mayor Wilfredo Capundag Jr., and other government officials. 

Also present are DILG Assistant Secretary for Communications and External Affairs Rolando Puno and BLGS Director Debie Torres, DILG-7 Director Leocadio Trovela together with the provincial and city directors, PRO-7 Director PBGen Anthony Abellada Aberin, PDEA-7 Director Jigger Montallana, BJMP-7 Director JCSupt Neil R Avisado, NCMF-7 Director Onasis Balt, and NAPOLCOM-7 Director Atty. Risty Sibay.

BIDA Ambassador Mary Joy Tabal, an Olympian and SEA Games gold medalist, ran the 4K together with Sec. Abalos and other officials. 

The other Ambassadors are Miss Earth 2008 Karla Henry Ammann, Miss Mandaue 2023 Victoria Leslie Ingram and Miss Lapu-Lapu 202 Ms. Kishes Co. 

The Top 3 in the men’s and women’s divisions of the 2K and 4K categories received cash prizes courtesy of the host. The winning runners were surprised as DILG gave five Tablets to the top runners. 

Usec Villanueva, Asec Puno, Dir. Torres, Dir. Trovela, DILG Cebu Province Director Atty. Ian Kenneth Lucero, DILG Lapu-Lapu City Director Jonah Pino and and Atty. Risty Sibay of NAPOLCOM.

Participants also availed the free services given in the Serbisyo Caravan that includes medical services from PNP, legal aid services from DILG, IBP and YLAC Lawyers, basic firefighting, free haircut and basic first aid from BFP-7, display of livelihood products from PDL from BJMP-7, and license to own firearm permit of PNP RCSU-7. 

The activity capped off with the awarding of ADAC Performance Audit. 

DILG 7 celebrates IDADAIT 2023

In celebration of the 2023 International Day Against Drug Abuse and Illicit Trafficking (IDADAIT) or World Drug Day, the Department of the Interior and Local Government (DILG)-7 and DILG Mandaue City distributed free notebooks to students and teachers in Banilad and Pagsabungan National High School in Mandaue City on June 26.

LGMED Chief Celerino Magto Jr.,  LGOO II Camille Pateres, LGOO II Jude Anthony Diaz,  and ADAC-RTA Jessa Mae Genobisa represented DILG-7 during the activity, while LGOO III Jerry Bib Pitojo represented DILG Mandaue City.

Also present were personnel of the Philippine Army, members of the faith-based organizations, and Barangay and Sangguniang Kabataan Officials (BSKO) of Barangays Banilad and Pagsabungan. 

During the activity, Mandaue City Substance Abuse Prevention Office (MCSAPO) and Philippine National Police (PNP) presented a series of discussions to the students and teachers about drug education to provide structured learning opportunities for them to develop their knowledge and attitudes about drugs, relating this to their own and others' actions.

The IDADAIT or World Drug Day is commemorated every June 26 to strengthen action and cooperation in achieving the goal of a world free of drug abuse. This is celebrated among United Nation member states, including the Philippines, after the resolution was signed during the UN General Assembly on December 7, 1987. -LGMED 7

Mandaue City conducts surprise drug test on world drug day

Traffic Enforcement Agency of Mandaue (TEAM) and employees of CSWS Hope of Mandaue (HOMe) Children’s Center in Barangay Basak, Mandaue City underwent a surprise drug test in front of the Mandaue City Hall on July 27, 2023.

This is in observance of the Drug Abuse Prevention and Control Week and in support to the government’s goal of promoting a drug-free workplace.

The drug test was conducted by the Mandaue City Substance Abuse and Prevention Office "MCSAPO in partnership with Police Regional Office-7 and Philippine Drug Enforcement Agency -7- Translated from Mandaue City Public Information Office Facebook page.


DILG 7 conducts Regional 2022 ADAC Performance Audit 

Members of the Anti-Drug Abuse Council (ADAC) Regional Audit Team (ART) conducted the two-day table validation to calibrate and audit the 2022 ADAC performance of the four provinces and three highly urbanized cities in Central Visayas on June 8-9 at the DILG Regional Office.

The ART is composed of DILG-7 Dir. Leocadio Trovela represented by LGMED Chief, Celerino S. Magto Jr., as chairman; and PMAJ Rey Nieves De los Santos of the Regional Community Affairs and Development Division (RCADD),Police Regional Office 7; Information Officer III Leia Alcantara of the Philippine Drug Enforcement Agency-7; Mr. Edruel Batulan of Bidlisiw Foundation Inc.; and Rev. Paulino Mongas Jr., chairman of the Council of Christian Ministers of Mandaue City, as members.

Also present during the audit were the DILG ADAC Provincial and HUC Focal Persons, LGOO VI Jupiter Dawa, ADAC Regional Focal Person Camille Pateres, and ADAC-RTA Jessa Mae Genobisa.

Per Memorandum Circular No. 2023-062, the ADAC Performance Audit aims to assess the functionality and effectiveness of local ADACs based on existing issuances and policies; determine ADAC-initiated and/or-endorsed innovations, and best practices at all level; create an evaluation, and assessment platform; and recognize effective and performing ADACs.

Further, the ADAC National Audit Team (ANT) will also review, calibrate and finalize the results of the Regional audit. The calibrated result will serve as one of the indicators of the Safety, Peace, and Order (SPO) governance area of the Seal of Good Local Governance (SGLG) under establishing a functional local Anti-Drug Abuse Council. LOOK | In line with the current administration’s effort to continuously address the issues of criminality and illegal drugs across the country through strengthening government peace and development institutions and mechanisms, and community empowerment, the ADAC Provincial Audit Team (APT) chaired by the Department of the Interior and Local Government (DILG) Siquijor Province conducts the Annual Anti-Drug Abuse Council Performance Audit today, May 18, 2023, at the Panagtagbo Hall of the DILG Provincial Operations Office.

Matas with the focal persons/representatives from the Philippine National Police (PNP) Philippine Drug Enforcement Agency (PDEA) Provincial Government of Siquijor (PGO) and Civil Society Organizations (CSOs) composing the ADAC Provincial Audit Team, reviews and verifies the Means of Verification (MOVs) uploaded by the Local Government Units (LGUs) through the Anti-Drug Abuse Councils – Functionality Management System (ADAC-FMS) to determine the municipalities’ ADAC performance for CY 2022.


The ADAC Performance Audit aims to: (1) assess the functionality and effectiveness of local ADACs based on existing issuances and policies; (2) determine ADAC-initiated and/or -endorsed innovations, and best practices at all levels; (3) create an evaluation, and assessment platform; and (4) recognize effective and performing ADACS. -

ICYMI | DILG Bohol Province successfully held the Orientation and Conduct of 2022 Anti-Drug Abuse Council (ADAC) and 2022 Peace and Order Council (POC) Performance Audits on May 17-18, 2023 at the DILG Bohol Provincial Office.

The ADAC Provincial Audit Team (APT) headed by the Department of the Interior and Local Government (DILG) represented by DILG Bohol ADAC Focal Person LGOO II Jun Arcy O. Pacleb with representatives from the Philippine National Police (PNP), the Philippine Drug Enforcement Agency (PDEA), and Civil Society Organizations (CSOs) convened to conduct the audit.

The ADAC Performance Audit aims to assess the functionality and effectiveness of local ADACs based on existing issuances and policies, determine ADAC-initiated and/or endorsed innovations and best practices, create an evaluation and assessment platform, and recognize effective and performing ADACs.

Concurrently, DILG Bohol POC Focal Person LGOO V Sarah Kristina G. Romanillos organized an orientation for the 2022 Peace and Order Council (POC) Performance Audit and convened the Peace and Order Council Audit Team, which had a similar membership composition to the ADAC Audit Team with the addition of representatives from the Bureau of Jail Management and Penology (BJMP) and Bureau of Fire Protection (BFP).

The POC Audit aims to assess the performance of the POCs on their functionality for the year 2022, identify the innovations conducted and initiated by the POCs and their POC Secretariats, determine possible interventions and improvement strategies for POCs and POC Secretariats and Create a platform for evaluation, assessment, and sharing of best practices between and among POCs and POC Secretariats -DILG Bohol (https://www.facebook.com/dilgboholprovince

In line with the preparation for the upcoming BIDA Bayanihan ng mamamayan, B.A.K.T.A.S kontra Droga, fun run & serbisyo caravan, DILG Lapu-Lapu City spearheads the third coordination meeting today, May 24, 2023, to further discuss the division of tasks and other updates.

Present in the meeting are Police Major Leo Logronio and Police Captain Leonyl Iren of Lapu-Lapu City Police Office (LCPO), LGMED Division Chief Celerino Magto, LGOO VI Jupiter Dawa, LGOO II Camille Pateres, and ADAC-RTA Jessa Genobisa from DILG Regional Office 7, PCpl Christy Catid and PLT Jasmin Sario from PNP Regional Office (PRO)-7, DILG Lapu-Lapu City personnel and representatives from the City Government of Lapu-Lapu.

DILG Lapu-Lapu City Director Jonah Pino presides over the meeting and discusses the updates on the tasking. She also emphasizes the importance of coordination between the concerned agencies to ensure the success of the activity.

Mr. Garry Lao, Executive Director of City of Lapu-Lapu Office of Substance Abuse Prevention (CLOSAP) also provides updates on the preparation of the city for the activity.

Mr. Mario Napule City Traffic Management System (CTMS) presents the traffic and route plan for the fun run and walk for a cause while PMaj Leo Logronio presents the security plan for the assembly venue and the routes.

DILG Lapu-Lapu City headed by City Director Jonah Pino, together with LGOO V Emarie Quema-Deiparine and Taira Godinez, joins the Anti-Drug Congress 2023 of the City of Lapu-Lapu City organized by Lapu-Lapu City Office for Substance Abuse Prevention (CLOSAP), on March 3, 2023 at Acacia Hotel, Bacolod City, Negros Occidental.

CLOSAP Executive Director Garry Lao officially opened the ADAC Congress 2023 while Lapu-Lapu City Mayor Junard 'Ahong' Chan graces the activity through a video message and expresses his strong determination to eradicate the use illegal drugs in the city. In her welcome message and response, Sangguniang Panglungsod Member of Bacolod City, Hon. Psyche Marie Pao-Sy, on behalf of Mayor Alfredo Abelardo Benitez, also gives the delegates of Lapu-Lapu City their city's warmest welcome and is happy to share their best practices for replication.

In their messages, Hon. Eduardo Cuizon, Liga ng mga Barangay (LNB) President, and Sangguniang Panlungsod Member Annabeth Cuizon express their strong stance against the ill-effects of illegal drugs and ensure the full support of the barangays as well as Lapu-Lapu City Council in the implementation of anti-drug abuse programs, respectively. Sangguniang Kabataan (SK) Federation President Laika Tampus also emphasized the role of the youth in the fight against illegal drugs and encourages her fellow SK Chairs and Councilors to maintain their all-out support to the programs of the city on the matter.

City Director Jonah Pino also serves as resource person and discusses the SK Reform Act, Barangay Anti-Drug Abuse Council (BADAC) Functionality Audit, and the Enhanced Lupong Tagapamayapa Incentives Awards (LTIA) while LGOO V Emarie Quema-Deiparine discussed the indicators of the Seal of Good Local Governance for Barangays (SGLGB) and the functionality audits the Barangay-Based Institutions (BBIs).

Also present in the activity as resource persons are Lapu-Lapu City Accountant Helen Dungog, Provincial Director Teodora Sumagaysay of DILG Negros Occidental, IA II Jeannette Reyes of PDEA Region VI and US Aid Coordinator Camile Yusay.

LOOK |  Local government units from Central Visayas were named national awardees for the 2022 National Anti-Drug Abuse Council (ADAC) Performance Awards on Tuesday, December 13, 2022 in Metro Manila.

Congratulations to Municipality of Poro, Cebu;  Municipality of San Francisco, Cebu; Municipality of Enrique Villanueva, Siquijor; and Municipality of San Juan, Siquijor.

Present during the awarding were DILG-7 Director Leocadio Trovela, Cebu Provincial Director Atty. Among the awardees of the ADAC and POC Performance Audit in the region were the provinces of Cebu, Negros Oriental, Siquijor, Bohol, the cities of Mandaue, Cebu, and Lapu-Lapu.

Negros Oriental Governor Roel Degamo, Bohol Governor Erico Aristotle Aumentado, Cebu City Mayor Mike Rama, Lapu-Lapu City Mayor Junard “Ahong” Chan personally received their respective awards from DILG-7 spearheaded by Regional Director Leocadio Trovela.

Atty. Dale Tudtud received the awards of Siquijor Province, while SB Member Oscar del Castillo represented Mandaue City Mayor Jonas Cortes.

Meanwhile, the Safety Seal awardees from DILG field offices were the cities of Cebu, Mandaue, Lapu-Lapu, Bais, Bayawan, and Bogo and the municipalities of Dalaguete, Tuburan and Sogod while the awardees from LGUs are the cities of Cebu, Lapu-Lapu, Mandaue, Bogo in Cebu; Bayawan,  Dumaguete, and Bais in Negros Oriental; and Tagbilaran in Bohol as well as the municipalities of Pinamungajan, Asturias, Balamban, Tabuelan, and Madridejos, Cebu; Alburquerque, Bohol, and; San Jose, Negros Oriental.

The other POC and ADAC awardees joined online thru Cisco Webex.
